Uncomfortable doctor visit in Germany. Was this normal?

Im a female 19. I went to get my blood pressure checked. He kept me standing during stethoscope exam, pulled my tank top out of my jeans and slid two fingers inside my jeans waistband and pulled it and looked inside for 4 secs then said "maybe on the breast" tugged my bra to place the stethoscope. He watched my face while i looked away cause i was uncomfortable. No one else was in the room and he never asked to touch my clothes or explained what he was doing.
